What is a CVOR, and how do you check a carrier's safety record in Ontario?

Published October 14, 2026 · 4 minute read · By the Logcon dispatch team

A CVOR is Ontario's Commercial Vehicle Operator's Registration. Carriers operating qualifying commercial vehicles in Ontario need one, and it tracks the carrier's collisions, convictions and inspection results. Shippers can ask a carrier for its CVOR information as a quick check on its safety record.

What the CVOR is

The Commercial Vehicle Operator's Registration is an Ontario system administered by the provincial transportation ministry. In general, it applies to operators of commercial motor vehicles above a set weight, and links a carrier's operating record to a registration number.

The record includes information such as collisions, convictions and roadside inspection results, which feed into the carrier's safety performance profile.

Why shippers care

A carrier's safety record is a proxy for how it runs its operation: how it maintains equipment, how it manages driver behaviour and how it handles roadside inspections. A poor record can mean delays, enforcement action and risk for the freight you hand over.

How to use it when choosing a carrier

  • Ask for the carrier's CVOR number and, where appropriate, a recent CVOR abstract.
  • Review the safety rating and the trend in collisions, convictions and inspections.
  • Pair it with a current certificate of insurance and a check of cargo and liability coverage limits.
  • Ask how the carrier tracks its drivers' hours and equipment condition.

What a CVOR does not tell you

The CVOR is a safety record, not a service review. It will not tell you whether a carrier is on time, communicative or good with your dock. Pair it with references, a trial run and a look at how the carrier handles tracking and exceptions.
